Enabling Systems The work of this cell focuses on laws, institutions and norms that enable markets. It is directly involved with generating ideas on the reform process, including the study of issues relating to governance, security, diplomacy and international relations.

Project Monitoring and Evaluation This cell develops methodologies to monitor various aspects of the society to allow fine-tuning during the implementation period of projects. As a routine job, it generates indicators (leading and coincidental) for the economy and its sub-sectors.

Social Development It is necessary that the opportunities offered by the market place be accessible to all. Poverty, gender bias, child labour, ethnic strife and communal divisions lead to discrimination, market segmentation and inefficient outcomes. These are problems that must be tackled by any mature society.

North-East and East The North-Eastern states of India feel isolated from the rest of the country, both physically and culturally. This fourth cell emphasizes the need to integrate these states with the rest of the economy. This integration will become feasible if the eastern states of India also participate in the reform and development process of the North-East.This cell undertakes initiatives at ground level, facilitating partnership among the public, private and local players.
